Sewer Commission:
- Shall consist of no more than 5
members and no less than 3 members.
- Citizen members shall serve three year
terms.
Duties of the City Sewer Commission of
the City of Holts
Summit,
Missouri.
The City Sewer Commission shall perform the following
duties:
1.
To prepare and maintain a noncompulsory sewer repair and
development plan for the City of Holts Summit, Missouri, and to
advise and make recommendations to the Board of Aldermen
regarding the same;
2.
To review and make recommendations on a draft budget
submitted by the Sewer Superintendent regarding the repair,
maintenance, or construction of sewers, and to submit the same
to the Board of Aldermen no later than October 1 of each year;
3.
To review bids for new sewer construction and make
recommendation to award the bid to the Board of Aldermen;
4.
To review all plans and specifications for the
construction of new sewers located in Holts Summit, Missouri, to
insure conformity with all applicable ordinances and regulations
regarding the same;
5.
To review sewers in proposed subdivision plats to insure
conformity with all applicable ordinances and regulations
regarding the same, and to make recommendation to the Board of
Aldermen as to the approval or denial of such plat.
Complaints, hearings, reviews and
appeals.
The Sewer Commission shall hereby review any and all
complaints, questions, or requests filed with the City Clerk's
office by any person or persons receiving sewer service from the
City of Holts Summit and regarding any aspect of said service,
including but not limited to rates, repairs, maintenance,
readouts, and placement and construction of sewer lines, the
procedure for which shall be as follows:
1.
The Sewer Commission shall prepare and adopt a complaint,
question, or request form, similar to Exhibit A attached hereto,
which copies of same shall be made available at the office of
the City Clerk, whereby any person having a complaint may fill
out said form and return to the City Clerk.
2.
Upon receipt of a complaint, question, or comment form,
the City Clerk shall forward and make same available to the
Sewer Commission.
3.
Upon receipt of a complaint, the Sewer Commission shall
review same, and provide an opportunity to the complainant to
make a presentation before the Commission, and shall notify said
complainant of the time and place where the Sewer Commission
will be holding said hearing, which may be the same time as when
the Sewer Commission holds it regularly scheduled meetings.
4.
After full review, the Sewer Commission shall make a
recommendation on the complaint to the Board of Aldermen.
The Board of Aldermen shall rule on said complaint,
question, or request if necessary by majority vote.
